Bandung – The Higher Education Service Institution (LLDIKTI) Region IV held a Ramadan Response Public Consultation Forum (FKP) with the theme “Responding to the Public in Improving Service Quality” in an effort to improve the quality of public services. This event was held in the Seminar Room of Building A, 4th Floor, Widyatama University, on Thursday, April 13th, 2023.

Participants in this Public Consultation Forum consisted of 159 higher education institutions, including universities, polytechnics, and colleges within the LLDIKTI Region IV area (Sukabumi, Cianjur, Garut, Tasikmalaya, Ciamis, Banjar, Sumedang, Bandung, and Cimahi). In addition to inviting higher education leaders to attend in person, the invited participants also included the entire academic community who had used LLDIKTI Region IV services to attend online.
The event opened with a prayer led by Dr. H. Hero Gunawan, Drs., M.Pd. and continued with a speech by the Rector of Widyatama University, Prof. Dr. H. Dadang Suganda, M.Hum. who hoped that this discussion could map out current issues and provide solutions to the problems themselves.

We warmly welcome Sir Samsuri and the leaders of higher education institutions in Regional IV. Hopefully, through this event, we can map out the strategic issues at hand, the aggressive dynamics of education, including the issue of layoffs. I hope that the presence of all of you, colleagues, and attendees will bring lasting blessings. This means that not only today, but perhaps in the future, we can collaborate. Because collaboration is no longer a strategic issue but has become a key performance indicator (KPI) for collaborative and participatory higher education strategies. Therefore, we would like to thank Mr. Samsuri for sharing his blessings with us. Hopefully, through this discussion, we will gain enlightenment that will greatly relieve us in finding the solution ourselves.”
The opening ceremony concluded with the presentation of a plaque from LLDIKTI Region IV to Widyatama University, which was handed over directly by the Head of LLDIKTI Region IV to the Rector of Widyatama University.

Next, moving on to the main event, a presentation by the Head of LLDIKTI Region IV, Dr. M. Samsuri, S.Pd., M.T., IPU. This was followed by an offline and online question and answer discussion moderated by Dr. Soni Akhmad Nulhaqim, S.Sos., M.Si.
The Head of LLDIKTI Region IV said that the reason for holding the Ramadan event was not only to strengthen ties during Ramadan, but also to hold a Public Consultation Forum (FKP). The aim was to improve quality by receiving input related to the implementation of LLDIKTI4 services. Information on LLDIKTI4 complaint services can be accessed in two ways:

Samsuri said that in the agenda regarding Higher Education Accreditation information, as long as Permendikbud No. 5 of 2020 concerning Study Program and Higher Education Accreditation is still in effect, all higher education institutions and study programs are required to have BAN-PT Accreditation.
LLDIKTI4 recorded a decrease in the number of private higher education institutions (PTS) from 450 PTS in 2021, to 444 PTS in the late 2022 – early 2023 period, with 8 PTS achieving Excellent/A Accreditation, 98 PTS achieving Very Good/B Accreditation, 184 PTS achieving Good/C Accreditation, and 154 PTS Not Accredited.
Meanwhile, in the late 2022 to early 2023, data from LLDIKTI4 shows that there has been a surge in the number of new study programs, bringing the total to 2,722 study programs, 186 of which are Accredited Excellent/A, 1154 Accredited Very Good/B, 973 Accredited Good/C, and 409 Unaccredited.

In the agenda of the discussion regarding information on Academic Lecturer Positions (JAD), the number of certified lecturers is 9,125 (based on data from the Integrated Resource Information System or SISTER) and the number of proposals from private universities for TPD & TKGB payments is 7,982 (as of March 31st, 2023).
Samsuri also spoke about the Latest Circular Letter regarding the Assessment of Lecturer Performance in accordance with PermenPANRB Number 1 of 2023, which essentially requires a recognition process because PermenPANRB Number 1 of 2023 regulates that promotions in the Academic Position of Lecturers (JAD) for civil servants must be carried out using the Employee Performance System (SKP).
Samsuri’s message to civil servant and non-civil servant lecturers is to update their data in the National Integrated Resource Information System (SISTERNAS) because for civil servant lecturers, data collection for recognition based on SISTERNAS data will be collected on May 15th and then from May 15th to 31st through a clarification process with the lecturers concerned.
Meanwhile, for non-civil servant lecturers, there is no time limit for data collection for recognition based on SISTERNAS. As there is no new policy, non-civil servant lecturers will remain subject to Permendikbud Number 92 of 2014, meaning that there will be no changes to the current regulations. This regulation will remain in effect until the issuance of a new ministerial regulation on the pattern of credit recognition for non-civil servant lecturers.
